Abstract:

The Fourth ordinary national assembly was destined to bring back the constitutional order and the primacy of the legally expressed will of the people. Its formation passed through regular and repeated by-elec tions that were accompanied by the already usual violations of the electoral proces. It also passed through the necessary checks of the vote amid heated disputes and attacks in the parliamentary hall. All this played out against the background of the rapidly changing political landscape and the efforts to administratively settle the Unification of the Principality of Bulgaria and the province of Eastern Rumelia
