Abstract:

The establishment of the State Council was the most serious change in the institutional system of the Principality of Bulgaria during the Powers of Attorney regime. The drafting and implementation of the stat ute of the new institution had a huge impact on the political struggles and deepened the existing differences. For the first and last time in the history of the Principality of Bulgaria, a legislative body other than the National Assembly was created, in which the monarch appoints his representatives.
