Abstract:

The relations between the official Russian representative and the Bulgarian deputies in the constituent assembly are by no means cloudless and go through several serious crises. The first dividing line is related to the powers of the founders. The clash ends with the adoption of a regulation that originates from the people’s representatives and is an exact reproduc tion of their wishes. The founders lose the dispute on the national question, which ends with the brutal intervention of the Russian occupying power that involves even the imperial government. There are also two constitutional issues that are resolved through the direct intervention of the Russian authorities and S. Lukyanov personally – the text about the possibility of introducing censorship for church literature and the addition that associations must still comply with morals and good manners. These changes, made a day before the closing of the meeting, are based on the possibility that the decisions recorded in the journals have constitution al weight. Such difficulties show that very soon the constitution will become the main issue between Petersburg and Sofia.
